When one thinks of Dragonborn, a few words probably come to mine. "Awesome," "Super-Awesome", "Mucho Awesome" are probably the first 3 in some order. But if you keep going, after 30 different variations of "Awesome", you'll eventually you may come to words like "Savage" or "Exotic".
While there are probably isolated pockets of Dragonborn throughout Arcanos, one of the better known areas they are known to congregate is in some islands to the Southeast of Arcanos. Perhaps not all that dissimilar to the Bahamas in relation to the USA (if you've ever been to the Earth dimension). Tribes are most often run by a single ruler, and more often than not, the leader won the title after challenging the previous leader.
While some may believe that Dragonborn are good or evil (such as the human Drew Kotche) based on the color of their scales, nowadays, most Dragonborn are mutts. Very few are ever found in the single color of their dragon ancestors. This does not mean that Dragonborn are neutral on most matters, very few are and violence can easily erupt, especially when it concerns their tribes. I do not want to paint Dragonborn as mindless killers like ogres or gnolls, Dragonborn are very intelligent and leaders are not always the strongest, although it doesn't hurt, but often they are good at a variety of attributes.
Lastly, Dragonborn mostly stick their own tribe. Not many ever born to a tribe ever leave it. Not that it would be dishonorable, but why would someone want to leave their tribe. Well, I know at least one Dragonborn who would...
