When Humans first came to the lands now known as Arcanos they discovered natives much different than themselves. As Arcanos is a land of extremes, so were its inhabitants. Strong, stout humanoids lived deep in the mountains of the north, while those in the great woods were cunning and quick, while brutal savages roamed in hordes in the wastelands.
It is lost to time how the first Humans interacted with these strange races. Did they conquer them? Did they live peacefully beside them? All that can be determined today, is that offspring from humans and the various native races of Arcanos started to occur. Through millennia of breeding, the bloodline thinned, and most of the humanoids in Arcanos are in some way humans. These Humans often display traits that highlight the roots to their native ancestors, but rare is one an actual true blood.

An Explanation of the races of Arcanos and how it works in terms of the rules.
Most people milling about are, as defined by the phb, humans. However, a decent amount of humans have ancestry tracing back to the native races. This ancestry is very obvious. Someone with dwarf blood is shorter and stockier. Elf bloodlines tend to lead to quickness both in reflexes and mind. Halfling bloodlines are quick and hearty, and really short (but not Halfling size).
So, the stats for an Elf in the PHB actually represent a human with the elven bloodlines. A half-elf is someone with just a hint of elf in them. Humans tend to do a lot of hanging out with the elves because they were pretty. Only those with an industrious fervor took a chance with the dwarves.
Now, pure bloods, actual elves and dwarves are incredible and magical creatures. Real dwarves seem impervious to pain, and elves are so quick you can hardly see their movements. A Halfling can sneak into your house and steal the tea out of your cup without you noticing. These purebloods are also very rare.

Native Benevolent Races
Elves - Loosely per PHB
Dwarves - Loosely per PHB
Halflings - Loosely per PHB
Native Malevolent Races
Orcs - Loosely per phb, more neutral/evil than outright evil.
Goblinoids - magically created...by gnomes! They're wretched and evil.
Gnomes - evil magical beings. Their desire to explore the oddities of magic never turns out well.
Other Non-Native Races
Dragonborn - Possibly in the world, but recent and new and rare
Tieflings - Possibly in the world, but recent and new and rare

Quick editorial note. At some point I will consolidate this crap. However, I am just adding notes, and people can catch up as need be.
Or add something!
All the races in the phb are playable.
Humans are true pure blood humans. They are rare, but not as close to rare as true blood elves, dwarves, and halflings. They are a very proud people.
Dwarves, Elves, Half-Elves, Drow, Halflings, Half-Orcs, and Gnomes are all considered to be of the bloodlines. When you select these from the PHB, you'd use the books stats, but flavor of this forums creation for the "bloodline" concept.
Trueblood Elves, dwarves, halflings, gnomes are not playable. These creatures will have there own hidden stats (by me), and flavor on this forum by us.
Tieflings and Dragonborn are playable, they would be if you will "pureblood" but they are new to this world relative to everyone else. If you make a character using one of these races, you'd be in charge of explaining where they come from. I believe the mighty Jarek of legend is from a magical island of dragonborn and he skied atop two sharks to a mainland (that sort of thing).
I added a toned down version to gnomes above.

So based on the update to gnomes, they aren't actively evil so much as mischievous/curious that almost always ends poorly for others?

They are still generally evil, but not the embodiment of it. Goblins, which they created, are that embodiment.
Gnomes have a choice, but their society and culture is generally evil, or rather a sort of insane experimental madness that us regular folks would view as evil.

I am assuming that within the bloodlines there are further bloodlines to fit the mechanics? For example an Elf-Blooded Human is either a High Elf-Blooded Human or Wood-Elf Blooded Human (or Drow Blooded Human)

Correct drew.
Since there is the bloodlines, there is a bit more range to flavor description.

I wanted to update to something I had talked with Raven about, but never put on the forums.
Gnomes are not so much rare, as just not interacted with. They aren't really apart of society in anyway. They are seen as evil, and exist in their own weird secret hidden culture.
Orcs are often savage tribes people, but they aren't hidden.

So gnome blooded humans would be an extreme oddity as a PC

Yeah. But you know, PCs are usually a strange eclectic bunch.

I thought all of our PC's were attempting to start businesses and otherwise settle down in town...you're saying we should be looking for adventure or otherwise open to the idea of travelling, plot hooks etc?

If those who have a character want to post a new thread in races with a little blurb about their player's race, I'd appreciate that.
You can reference the PHB, but maybe add a little something something for Arcanos.
I have given some insight to people already.
